Strategy, Governance & Ownership

Strategic thinking and planning is sometimes seen as an objective and generic "best practice" activity.  But for most businesses, thinking carefully about strategy leads to questions about governance, which in turn leads to questions about ownership.  Strategy is really an expression of the owners' objectives, not an independent activity.  So ownership, governance and strategy should be considered in a customised and integrated package from the outset.  Is that practical?
